Inkind transactions paid by the candidate
When a candidate makes an Inkind transaction to a separate entity, correct data entry is important to ensure data pulls to the right locations on your compliance report.
In the Entity field when adding the transaction, use the candidate that made the Inkind transaction. Then, in the Splits section of the transaction, add the recipient of the Inkind transaction.
On the report, the transaction should appear on Line 11(d) as a receipt from the candidate AND on Line 17 as a disbursement to the vendor/recipient. These transactions will be marked as Inkind on the report.
Candidate loans to his/her own committee
Candidates may loan their personal funds for campaign purposes. When they do so, they are making contributions to their campaigns. Unlike other contributions, these candidate contributions are not subject to any limits but are subject to additional reporting.
Can I record a candidate loan via a donation processing conduit? (ActBlue, WInRed)
A candidate contribution made through a conduit donation processor cannot be changed into a Loan Received transaction.
If the candidate intended the funds to be a loan, the recommended option is to refund the ActBlue contribution and have the candidate provide the funds directly to the committee instead.
If you are unsure how a specific transaction should be reported, contact the FEC for guidance.
