About the CA Form T10

The CA Form T10 – Top Ten Contributor List for Committees Primarily Formed for State Ballot Measures or Candidates is used by committees primarily formed to support or oppose a state ballot measure or candidate that raise $1,000,000 or more in aggregate and have received contributions of $10,000 or more from a single source.

Please note: This does not apply to candidate-controlled committees, but rather committees formed to support or oppose a candidate or ballot measure.

This report aggregates the totals based on the Cumulative Date entered when generating the report. This date depends on what entity or entities the committee was primarily formed to support or oppose as outlined below:

  • Ballot Measure: The report should aggregate the contributions beginning 12 months prior to the date of the first expenditure the committee makes to support or oppose the ballot measure.
  • Candidate: The report should aggregate the contributions starting from the previous general election date for the office the supported or opposed candidate is seeking.

This report must be filed within two business days of exceeding the $1,000,000 threshold within the 16-day period before an election, or must be filed within three business days at any other time.

Additionally, this report should be filed per the deadlines above when any of the following criteria are met:

  • A new person qualifies as a top 10 contributor
  • An existing top 10 contributor makes additional contributions of $5,000 or more in the aggregate
  • The relative ranking order of the top 10 changes
  • The reporting committee changes its name to add or delete a ballot measure or candidate supported or opposed

The relevant Reason box(es) should be checked when generating the report in ISP.

Part 1: Committee Information

This section is populated based on the information set up at the filer level in ISP.

  • Committee Name: The full name of the filer committee
  • ID Number: The committee ID number entered on the filer
  • Date Submitted: This is the date the report is generated
  • Report Number: This is the generated report ID in the ISP system
  • Contact Name: This is based on the relationships set up on the filer. In order, this will list first available of either the Principal Officer, Assistant Treasurer, Record Keeper, or Treasurer.
  • Phone Number: This is the Primary Phone Number listed on the filer record
  • Email Address: This is the Primary Email Address listed on the filer record
  • Treasurer’s Name: This is the Treasurer listed on the filer record
  • Date of Election: This is the Current Election selected when generating the report
  • Primarily Formed Ballot Measure or Primarily Formed Candidate: These checkboxes are based on whether the filer has any ballot measure or candidate relationship set up at the filer level

Part 2a: Measure(s) Supported or Opposed

This section is based on the filer relationships set up on the filer and pulls directly from the associated ballot measure(s) as applicable. 

  • Measure #: This is the Letter or Number entered directly on the Ballot Measure set up in ISP. This can be viewed and updated in the List>Other Entities section.
  • Support: This is a checkbox based on the relationship type set up on the filer for the relevant ballot measure(s)
  • Oppose: This is a checkbox based on the relationship type set up on the filer for the relevant ballot measure(s)

Part 2b: Candidate Supported or Opposed

This section is based on the filer relationships set up on the filer and pulls directly from the associated candidate(s) as applicable. 

  • Candidate Name: This is the candidate name entered on the filer, formatted as Last, First
  • Office Sought: This is the office sought entered directly on the candidate record
  • District: This is the district entered directly on the candidate record
  • Support: This is a checkbox based on the relationship type set up on the filer for the relevant candidate(s)
  • Oppose: This is a checkbox based on the relationship type set up on the filer for the relevant ballot measure(s)

Part 3: Reason for Update

This section is pulled directly from the report parameters entered when generating the report. Whichever reason boxes are checked during report generation will be checked in this section. Additionally, any note entered into the Reason: Other (explanation note) section during report generation will also populate here.

Part 4: Top Contributors – $10,000+

This section populates based on the aggregate totals calculated for contributors to the file for the applicable cumulative period. It lists the top ten contributors only, including their total aggregate amount of contributions.

  • Contributor: This is the entity name of the contributor
  • Recipient Committee or Major Donor, if applicable: This field populates based on the entity type set up for the contributor. If the contributor included in this section is set up as a Recipient Committee or Major Donor, it will be indicated here.
  • ID Number of Recipient Committee or Major Donor, if applicable: This field populates based on the entity type set up for the contributor. If the contributor included in this section is set up as a Recipient Committee or Major Donor, it will pull in the ID number entered on the entity record.
  • Part 5 Completed: This section is intentionally left blank on report generation. This needs to be manually completed by the filer once the report is run. The filer needs to look up any recipient committee included in the top ten list on the Cal-Access website to determine whether this should be marked “Yes ” or “No” based on the following criteria:
    • Mark Yes: Recipient Committee received $50,000 or more from a single source in the current two-year election period.
    • Mark No:
      • The top 10 contributor is not a state recipient committee
      • The state recipient committee has submitted a Form T10 for the same election
      • The state recipient committee has not received a contribution from a single source of $50,000 or more during the current two-year election period

      • City: This pulls from the Primary Address entered on the entity record
      • State: This pulls from the Primary Address entered on the entity record
      • Cumulative Amount: This is the aggregated total amount for the top ten entity based on the cumulative date entered when generating the report

      Part 5: State Recipient Committee Top Contributors – $50,000+

      This section of the PDF will generate as a blank template for the filer to complete, if necessary, after generating the report. This will need to be completed if the filer answers Yes for the Part 5 Completed field in Part 4. The information to populate this section of the report will need to be pulled directly from the Cal-Access system.

      • Recipient Committee: This will be the recipient committee entity name for which Part 5 Completed was answered Yes in Part 4 above. This should match what is listed in Part 4.
      • ID Number: This is the relevant ID number for the recipient committee listed. This should also match what is listed in Part 4 above.
      • List Names of Top Two Contributors: This should be pulled directly from the Cal-Access website. Only the names of the top contributors need to be listed here – no amounts or addresses are needed.

      Note: Part 5 should be updated whenever a state recipient committee makes additional contributions to the primarily formed committee completing the Form T10.
