About Filing New York State Compliance Reports

All New York filers submit reports through the New York State Board of Elections (NYSBOE) Electronic Filing System (EFS). ISP generates your CF-01 as a .csv file, which you then upload into the state’s system and submit from there.

The state’s upload process has strict data requirements, so please follow the steps below exactly.

IMPORTANT: Do NOT open the .csv file in Excel, Numbers, Google Sheets, or any spreadsheet program. Doing so strips required blank columns from the end of each row and removes the leading zero from ZIP codes. The state will reject the file. If you want to view the file before uploading, right-click on it and choose Open With, then select Notepad or Notepad++.

Before You Begin

1. Confirm your report parameters in ISP, including the From Date, To Date, Report Due Date, and Election Period.
2. Generate the report in ISP and resolve any errors and warnings.
3. Download the e-filing (.csv) from ISP. Leave the file unopened in your Downloads folder.
4. Use Firefox to access the state’s site. The NYSBOE filing system does not work correctly in Chrome.

Importing Your Report

1. Log in to the New York State EFS.
2. On the top bar, click the menu icon, then select Import Disclosure Reports.
3. Set the Report Year, then click Apply.
4. When the page refreshes, click Import on the right side of the page, toward the middle.
5. In the pop-up window, select ISPolitical as the Vendor.
6. Click Choose File, then locate and select the .csv downloaded from ISP.
7. Click Upload. Processing takes several minutes.
8. When you see the message “Transactions uploaded successfully. Please review your Disclosure report for accuracy and submit,” click OK, then click Close.

Reviewing and Submitting Your Report

1. From the menu icon, select View/Submit Disclosure.
2. Complete every dropdown on the left side of the page: Report Year, Election Type, Report Type, Disclosure Type, Period, and Resignation/Termination if applicable.
3. Click Apply.
4. Review your report. You can review the itemized transactions listed on the state’s site or print the Full Period Report to review the PDF.
5. When your report is correct, click Submit Disclosure Report.

Choosing the Correct Report Year

The Report Year is the year the report is FILED, not the year most of the report’s activity took place. This matters most for the January Periodic, which begins in one year and ends in the next.
For example, a January Periodic covering 11/28/2025 through 01/11/2026 is filed under Report Year 2026.

Common Upload Errors

  • Import fails, or the election field (Column D) is blank: The .csv was opened in a spreadsheet program, which removed required columns. Download a fresh copy from ISP and upload it without opening it
  • “Either FILING_PERIOD_ID and/or ELECT_ID do not exist in the database”: The wrong year was selected during the import. Match the Report Year to the year the report is due, then try again
  • ZIP codes are missing a leading zero: The .csv was opened in a spreadsheet program. Download a fresh copy from ISP and upload it without opening it
