Oregon does not use scheduled reporting periods. ORESTAR operates on a continuous reporting model: each transaction is filed individually as it occurs, due within 30 calendar days of the transaction date. During the 42 days before an election, that window compresses to 7 calendar days. Oregon filers report on a rolling basis throughout the year, with faster turnaround required as Election Day approaches. Transactions are due by 11:59 PM on the day they are due.
Oregon requires itemized disclosure (name, address, occupation, and employer) for any contributor whose aggregate contributions to the committee exceed $100 in a calendar year. This threshold is lower than the FEC’s $200-per-election itemization requirement, which matters for campaigns filing with both agencies. Because ISPolitical manages both Oregon and federal records from the same transaction data, it applies the correct itemization rules for each report separately.
Mandatory ORESTAR e-filing applies to committees that expect to receive or spend more than $5,000 in a calendar year. Once a committee crosses that threshold at any point during the year, all transactions for that calendar year must be filed electronically through ORESTAR, and any outstanding transactions are due within seven days of crossing the threshold. Committees with less than $5,000 may file on paper, but in practice, most active candidate committees and PACs exceed that threshold quickly.
