New York Campaign Financial Disclosure Report
The Campaign Financial Disclosure Report is required to be submitted to the New York Electronic Filing System (EFS).
Report Parameters
- Compliance Report Version: Please select the compliance report version as appropriate.
- Candidate – for use by candidates and candidate committees
- Committee – for use by all committee filer types (except candidate committees) and follows standard itemization rules
- Committee-Itemize All – for use by all committee filer types (except candidate committees) and itemizes all transactions regardless of amount.
- Date Range: Please ensure that your date range lines up with either standard NY reporting dates or dates that are specific to your report (i.e. Periodic Report, Pre-Election, etc.)
- Current Election: Please select the current election as appropriate from the drop down. Make sure that the date associated with your election matches a NY election date. These election dates must first be entered by your organization in the Elections section prior to being available to select when generating a report. It is important that the election selected is appropriate, as the NY site is very delicate and selecting the incorrect election may cause the report to receive a validation error when uploading to their site. See Common Validation Errors page for additional information.
- Previous General Election Date: Please supply the most recent General (November) Election Date. This is typically used for per-cycle aggregate calculations. This field is only required when using the Candidate Compliance Report Version.
- Amended: Check this box if you are filing an amended report. Select the report you are amending from the Amended Compliance Report drop down. If the report being amended is not available in the drop down, select ‘Filed outside of ISP’ as appropriate. Please be sure to see the helpfile How Do I File an Amended NY Report? for additional guidance.
- Termination: Check this box if you are filing a termination report.
- Participating with the PCFB Program?: Check this box if you are participating with the Public Campaign Financing Board (PCFB) Program. This box determines how certain items are reported, so it is important it is checked if appropriate. Note: this field is only available when using the Candidate Compliance Report Version.
- Report Period: The available report periods will appear in the drop down. It is important that the election selected is appropriate, as the NY site is very delicate and selecting the incorrect report period may cause the report to receive a validation error when uploading to their site. See Common Validation Errors page for additional information.
- Report Due Date: Please supply the date the report is due.
- All Caps: This will generate your entire report in all caps.
- Sort Order: Please select the sort order as appropriate.
- Treasurer Resignation Report: Check this box if you are filing a treasurer resignation report.
Important Notes:
- We recommend upon completion of generating your report, that you save it as a PDF for your records or to compare to other reports. This must be done at the time of generation, or you will not be able to save it as a PDF without generating it again. You can also download the e-filing for your records as well – see below.
- If you want to see the efile(.csv) before you upload, it is imperative that after downloading, you only open the file in Notepad or Notepad++, NOT Excel, Numbers, or a similar program (right click and select open with Notepad or Notepad++).
- The NY import is quite finicky and has strict data requirements. In addition, the NY site does not work on Chrome, use Firefox. Please see the helpfiles regarding Tips and Best Practices for the New York CF-01 Report and Common Validation Errors for additional information.
- We do not supply Occupation/Employer on the efile for standard filers, as it is not required by the state. We only supply Occupation/Employer/Employer Address for PCFB filers if the transaction has the Submitted for Matching Funds box checked.
- Itemization for contributions starts at $99.01 for single and aggregate contributions. Single expenditures of $50.00 and over are itemized, except for Schedule O, where all transactions are itemized. Please see the helpfile about Transaction Method Rules.
