  • How to Transfer Between Committees

    Applies To: California

    If you’re transferring money from one of your committees to another, it’s important to enter the data correctly for compliance reporting.

    For this example, let’s say you’re transferring money from John for President 2024 to John for President 2028. In the 2024 account, you’d enter an expense to the 2028 committee. In the 2028 account, you’d enter a monetary contribution from the 2024 committee. As long as the two committees are linked in the Relationships section, the Reporting Code TSF will pull on the CA 460.

    Note – this scenario is not applicable for internal transfers between bank accounts underneath the same filer. For more info on internal transfers, click here.

  • Locked Transactions and Closed Periods

    There are two ways a transaction can be locked: if it’s included in a bank reconciliation or if it’s included in a compliance report. Both of these will require you to unlock the transaction to edit it.

    Attempting to add a transaction that is before the end date of the most recent periodic compliance report will generate a warning. This is on a per-filer basis. Attempting to add a transaction that is before the end date of the most recent reconciliation will generate a warning. This is on a per-financial account basis.

  • Denver CFR Line-By-Line

    Applies To: Colorado

    This is an eFiling-only report for only Expenditures and Contributions for Ballot Measures to be used with the SearchLight portal.

    To file your report, you must generate and download your efile to upload to your filing account.

    Notes:

    • Denver efiling does not support the concept of splits
      or memos. Typically states want to see where the money originated/ended
      up, so we itemize splits as cash-impact transactions, and do not itemize
      the whole/parent transaction.
    • Denver efiling does not support the concept of negative transactions, so they are listed as positive receipts on the opposite schedule (ie: reversed receipts as positive expenses; reversed expenses as positive receipts).

    Contribution Fields

    • Column A – transaction_date: Required field. List the date that the transaction took place with the format: MM/DD/YYYY
    • Column B – amount:  Required field. Format must be numeral with no currency and at most two decimal places.
    • Column C – entity_type: Required field. Enter either Organization, Individual, or Committee depending on the type of entity
    • Column D – first_name: Required field if entity type is Individual. First name of individual
    • Column E – last_name: Required field if entity type is Individual. Last name of individual
    • Column F – organization_name: Required field if entity type is Organization or Committee. Name of the organization or committee involved in the transaction. A committee name must match a registered Denver committee.
    • Column G – employer: Required field if the entity type is Individual and the individual has contributed $200 or more during the calendar year. Name of the employer of the individual.
    • Column H – occupation: Required field if the entity type is Individual and the individual has contributed $200 or more during the calendar year. Enter the occupation of the individual.
    • Column I – address_1: Required field for the address of the organization or individual. Not applicable to committee contributors.
    • Column J – address_2: Optional field. Additional address field for address of the organization or individual. Not applicable to committee contributors.
    • Column K – city: Required field for the city of the organization or individual. Not applicable to committee contributors.
    • Column L – state: Required field for the state of the organization or individual. Provide the two letter abbreviation for the state. Not applicable to committee contributors.
    • Column M – zip_code: Required field for the zip code of the organization or individual. Not applicable to committee contributors.
    • Column N – contribution_type: Required field. Indicate whether the contribution was Monetary or In-kind
    • Column O – monetary_type: Required field if monetary is selected as the contribution type. Indicate whether the contribution is Cash/Coin, Check, Credit/Debit, Cryptocurrency or Other
    • Column P – description: Required field if In-kind is selected as the contribution type. Describe the in-kind contribution received.
    • Column Q – submit_for_public_funding: Optional. If your committee has submitted an intent to qualify for public funding, you may indicate with a Y character that you want this contribution to be matched by public funds.

    Expenditure Fields

    • Column A – paid_date: Required field. List the date that the transaction took place with the format: MM/DD/YYYY (Note: for unpaid obligations, this is the due date of the unpaid obligation)
    • Column B – Amount: Required field. Format must be numeral with no currency and at most two decimal places.
    • Column C – entity_type: Required field. Enter either Organization, Individual, or Committee depending on the type of entity

    • Column K – zip_code: Required field for the zip code of the organization or individual. Not applicable to committee payees.
    • Column L – Purpose: Required field. A short description of the types of goods or services purchased.
    • Column M – unpaid_obligation: Indicated with a Y character if the expenditure is unpaid as of the transaction date
    • Column N – fair_election_fund_expense: If your committee has received finding from the fair elections fund and this expenditure was made with these funds, indicate this with a Y character
    • Column O – expenditure_category: Required field if expenditure is a fair election fund expense, optional for other expenditures. Enter one of the codes listed in column D, corresponding to the category in column E that best fits the expenditure.
    • Column P – post_election_exemption: Indicate with a Y character if the expenditure was made after the election date.

    Our AI-Assisted Quick Import format is the most simple of our format options. You attach your file and let AI do its magic. However, that magic requires that the AI be able to easily identify the different columns in your file. In order to use this format, you may have to edit your file a bit to make sure AI knows exactly what it should import. Here are some examples of changes you may need to make:

    • If you’re importing both individuals and organizations, have a column that clearly identifies Entity Type.
    • If you’re importing transactions, have a column for each of the required fields when adding a transaction: Transaction Type, Date, Amount, Financial Account, Election, and Budget Category.
  • About the VA Large Expenditure Report

    Applies To: Virginia – Political Action Committees (PACs)
    Large Pre-Election Expenditure Report (LER)

    This report is to be used when reporting any any single expenditure made of $1,000 or more considered to be large expenditures. This includes expenses, accrued expense payments and Support/Oppose Memos.

    Because the VA Large Expenditure Report only allows for ONE and ONLY ONE transaction per report, you may have to file several reports.
    To ensure the report is generated properly, here are the steps to follow to make sure you generate all the LER reports you need:
    1. If you know the name of the payee, you can search for that in the Entity drop down. If not, keep the drop down blank, and the report will automatically select a payee.
    2. Generate a LER report.
    3. Review the data.
    4. File the report with the state, and then click Mark As Filed once you receive confirmation.
    5. Click Regenerate. The payee automatically selected in Step 1 will be skipped and the next one selected in alphabetical order.
    6. Repeat until all payees have a LER report. If there are no more transactions, you will get a warning there are no transactions on the report.

    This report should be used if the Filer Committee spent $1000 or more via expense, accrued expense, or Support/Oppose Memo made
    between:

    • May 26 and the third Tuesday in June in odd-numbered years; or
    • October 8 and the November General Election Day; or
    • in the 24 hours prior to the third Tuesday in June -or- the November General Election Day.

    NOTES:

    • The report must be filed by the following day in the first two scenarios; but by midnight of the same day in the last scenario
    • The itemization is calculated only with expenditures made in the above periods preceding an election. Please ensure the From Date corresponds with the first date of the corresponding before the upcoming election.

    To file your report, download the PDF or .csv, and hand enter the information in the Virginia Department of Elections website – this data CANNOT be imported.

  • What Is the User Activity Report?

    The User Activity report, found on the Fundraising/Analysis page, allows you to view the creation and editing activity of specific users. This report is useful for identifying what a user in your account has been up to within your specified date range.

    If you’d like to see the individual transactions that the user edited, you can click on them to take you over to the Transactions report.

    If you’d like to see which individual or organization records were edited, you can do so with Advanced Search.

    1. Click on the Add/Search menu, then Advanced Search.
    2. First rule:

    • Area: Organizations
    • Field: Editor
    • Relationship: Is Any Of
    • Value: [User in ISP]

    3. Click Add Rule.
    4. Click New Search Group.
    5. Second rule:

    • Area: Individuals
    • Field: Editor
    • Relationship: Is Any Of
    • Value: [User in ISP]

    6. Click Add Rule, then Run Search.

    Note – you can also add a rule to find transactions that were edited. Replace Organizations or Individuals in the rules above with Transactions.

  • SEEC Form 30 (CT) Line by Line

    Applies To: Connecticut

    The CT Form 30 is used to report Contributions. Connecticut’s
    E-File system requires you to upload your report via their system using a
    specific format. To get the e-file you need, generate the report in ISP
    and download it. Then upload that saved file to Connecticut’s system
    .

    Below is a line by line list for the Connecticut Itemized Campaign
    Finance Disclosure Statement (SEEC Form 30). With accurate data entry,
    ISP will automatically complete your report. This help file can be used
    if you have particular questions about why information isn’t appearing
    or if a transaction is or is not appearing on a specific line.

    Committee Information: Committee information comes from the
    organization record set as your filer committee.  Candidate and
    Treasurer information comes from the individuals linked to that filer
    committee via Relationships.

    Type of Report: Type of Report
    is determined by the selection chosen on the report generation criteria
    screen in ISP. The system will automatically check the box on the
    report based on what you chose in the drop down menu.

    Line Breakdown, Summary Page

    Line 12: Balance on hand  from Day Committee was Formed

    Line 13: Balance on hand at the beginning of Reporting Period

    Line 14: Contributions Received from Individuals (Sections A and B)

    • Section A, Total Contributions from Small Contributors: Unitemized Monetary Contributions from Individuals/Sole Proprietors (Sole Proprietors are considered individuals in CT)
    • Section B, Itemized Contributions from Individuals:
      Itemized Monetary Contributions from Individuals/Sole Proprietors. Use
      tags to indicate if a contributor is a lobbyist, a state contractor, or
      has a municipal contract.

    Line 15: Receipts from Other Committees (Sections C1 and C2)

    • Section C1, Contributions from Other Committees: Pulls all Monetary Contributions from any organizations, excepting Sole Proprietors
    • Section C2, Reimbursements or Surplus Distributions from Other Committees: Pulls Refunded Expenses from Political Committees

    Line 16: Other Monetary Receipts (Sections D through I)

    • Section D, Loans Received this Period: Pulls Loans Received
    • Section E-G: Not required for candidates so not currently supported
    • Section H, personal funds of the candidate received: Pulls Monetary Contributions from the Candidate
    • Section I, Miscellaneous Monetary Receipts not Considered Contributions: Pulls reversed expenses, refunded expenses from entities that aren’t

      an Accrued Expense that is incurred and completely paid off in same

    • Section Q Addendum: Pulls Support/Oppose Memos that are dependent of an
      Accrued Expense with an outstanding balance that was incurred in the
      reporting period, as long as they are to an Individual/Political
      Committee and the original is not to the Candidate/Financial
      Institution. The original accrued expense should be tagged
      Coordinated-Reimbursement, Coordinated-No Reimbursement, or Independent
      Expenditure.

  • NH LCR (Candidate Version) Line-By-Line

    Applies To: New Hampshire

    The NH LCR Report lists Contributions exceeding $500 received in the
    seven days preceding an election. The Contributions must be reported to
    the Secretary of State within 48 hours of receipt.

  • Why Don’t I See the Correct Compliance Reports?

    If you navigate to the Compliance Reports page and don’t see the reports you’re expecting to see, you might have something set up incorrectly.

    • Click on the System menu, then Account Management. Is the Filing Agency correct? If not, please email Support.
    • Have you correctly set up your filer record? Navigate to the Reports menu, then select Compliance. At the bottom of this page, select Related Pages and then Manage Filers. This page shows you your filer record(s). Go to your filer record and verify everything looks accurate. Note that your filer record should be the committee you’re filing for, not the person doing the filing.
    • In the Committee Info section on your filer record, is the committee type correct?
    • In the Committee Info section on your filer record, are the Jurisdiction and Jurisdiction Description correct?

  • About the DE Campaign Finance Section Financial Report – Line by Line

    Applies To: Delaware – Candidate Committees, Political Action Committees (PACs), Party Committees

    DE Campaign Finance Section Financial Report

    Financial Reports are required to be submitted to the Campaign Finance Section of the Office of the State Election Commissioner by all Candidates, Committees, and Organizations.

    The report parameter fields are as follows:

    Date Range: Please ensure that your date range lines up with either standard DE reporting dates or dates that are specific to your report. i.e. 8-Day Primary Report, 30-Day General Report, etc.

    Report Period: The available report periods will appear in the dropdown.

    Previously Ending Balance: This is used on Line 1 of the PDF “Statement of Account Balance”.

    All Caps: This will generate your entire report in all caps.

    Sort Order: If you click the dropdown, this will give a variety of ways in which you can have your report sorted.

    We recommend upon completion of generating your report, that you save it as a PDF for your records or to compare to other reports. This must be done at the time of generation, or you will not be able to save it as a PDF without generating it. You can also download the e-filing for your records as well.
