How Do I File an Amended PDC Form C3?

Applies To: Washington – Candidate Committees, Political Action Committees (PACs), Party Committees

There are two ways to file an amended PDC Form C3, based on:

  1. If you filed the original out of ISP
  2. If you did NOT file the original out of ISP -OR- If you filed a report before March 1, 2023.

If the original was filed out of ISP

  1. Ensure the original was Marked as Filed.If so, proceed to Step 2. If not:
    – Go to Reports, then Compliance
    – At the bottom of the page, click Related Pages, then select View Previously Generated
    – Find the report you are attempting to amend, and click the Yes button under the Is Filed Column
    – Click Yes, Continue! on the pop-up window
  2. Return to Reports, then Compliance, and select your Report, Report Version, and Current Election as appropriate to the report you are amending
  3. Click on the Amended checkbox
  4. From the Amended Compliance Report drop down, find the report you are amending. (If it is not there, it is likely not marked as filed. See Step 1.) You DO NOT have to fill in anything in the External ID (if filed outside of ISP) field.
  5. Select the SAME report from the Deposit Transaction drop down
  6. Select other options as appropriate
  7. Generate and efile your report

If the original was NOT filed out of ISP, or was filed pre-March 2023

Sadly, you’ll have to take additional steps to file amendments, due to the efile format update.

You’ll need to contact the PDC Help Desk and request the External ID of the originally filed. You’ll do this by emailing the PDC Help Desk (pdc@pdc.wa.gov) and provide the following:

  • Your committee ID and number
  • The date of the originally filed report – if there is more than one report filed on the date in question, also give the PDC the amount of the C3 being amended
  • In the email you will want to request the External ID (NOT Report ID) of the originally filed report

Once you obtain the External ID:

  1. Go to Reports, then Compliance, and select your Report, Report
    Version, and Current Election as appropriate to the report you are
    amending
  2. Click on the Amended checkbox
  3. From the Amended
    Compliance Report drop down, select Filed Outside of ISP
  4. In the External ID (if Filed outside of ISP)
    field, enter the External ID as supplied to you by the PDC
  5. Select the report from the Deposit Transaction drop down that you are amending
  6. Select other options as appropriate
  7. Generate and efile your report

Filing $0 Amendments

The PDC’s ORCA software allows filing $0 amendments. So, in rare situations where you enter a transaction that didn’t actually happen, such as a duplicate, it can be changed to a $0 transaction to allow the filing of a de facto $0 amendment. This could also be used if you filed a contribution and the check bounced.

Note that this is not the data entry or reporting we recommend. In the situation described above, where the check bounced, we recommend reporting what actually happened. That would mean keeping the original contribution in your database and entering a reversal.
