About the VA Large Contribution Report

Large Pre-Election Contribution Report (LCR)

This Report is to be used when reporting any monetary contributions, inkind contributions or loans received considered to be large contributions.

Because the VA Large Contribution Report only allows for ONE and ONLY ONE transaction per report, you may have to file several reports.

To ensure the report is generated properly, here are the steps to follow to make sure you generate all the LCR reports you need:

If you know the name of the donor, you can search for that in the Entity drop down. If not, keep the drop down blank, and the report will automatically select a donor.
Generate a LCR report.
Review the data.
File the report with the state, and then click Mark As Filed once you receive confirmation.
Click Regenerate. The donor automatically selected in Step 1 will be skipped and the next one selected in alphabetical order.
Repeat until all donors have a LCR report. If there are no more transactions, you will get a warning there are no transactions on the report.

The report automatically calculates the appropriate threshold itemization amount, based on Candidate Office Sought Name and/or Jurisdiction:

if the Candidate’s Office Sought Jurisdiction is State and Office Sought Name is NOT either State Senate or State House, the itemization amount is $5000 or more for the Pre-Election Report Version or $1000 or more for the Pre-Legislative Session Report version
if the Candidate’s Office Sought Name is either State Senate or State House, the itemization amount is $1000 or more for either the Pre-Election Report version or the Pre-Legislative Session Report version
for all other Candidate Office Sought Jurisdictions or Office Sought Name, the itemization amount is $500 or more ONLY for the Pre-Election Report Version; non-state Candidates are excluded on the Pre-Legislative Session Report version

What are the different versions?

Pre-Election Report

This version should be used if the Filer Committee received a direct contribution, inkind contribution or a loan if the contribution between:

the 11th day preceding any nominating event; or
the 11th day preceding a November election and the election date; or
the 11th day preceding any other election in which the individual is a candidate and the Election Day.

NOTE:
The itemization is calculated only with contributions received in the 11 days preceding an election. Please ensure the From Date is always the 11th day before the upcoming election.

Pre-Legislative Session Report

This version should be used if the
Filer Committee received any single direct contribution, inkind
contribution or a loan in excess of $1,000 for a statewide office or the
General Assembly.

NOTE:
The itemization is calculated with contributions received calculated from January 1 of the report year.
