About the CA Form 461-Reverse Report

Major Donor and Independent Expenditure Committee Campaign Statement – Reverse

The CA Form 461-Reverse report is a Form 461 for Donors who meet the criteria to be considered a Major Donor and have requested that you file this report on their behalf. The Form 461-Reverse generates a 461 that has the Donor as the Report Filer and your Committee as the Expense Recipient.

Report Generation Screen

Versions

  • Paper Only Version does not pull any name to Section 4 – Verification on the e-file or PDF.
  • Include Signature Lines For Efile Version pulls the name of the Major Donor to Section 4 and the associated e-file report generated.

Amended

  • When Amending a report, Amendment Number is which amendment this report is. For example, if you have already filed 2 amendments, Amendment Number would be 3.
  • If you are filing locally and Amending a report, the Original Filing ID is found on your filing agency’s website. It will likely be a 6-10 digit number.

Current Election Date

  • When Non-Election is selected, 01/01/1900 will appear as the election date on the report.

Interest Of Filer

  • If the Major Donor is an Individual, whatever information is added in the Interest of Filer field will pull to the Cover Page, Line 2, Section 1 under Business Interests.
  • If the Major Donor is a Business, but not an association, whatever information is added in the Interest of Filer field will pull to the Cover Page, Line 2, Section 2 under A Filer That is a Business Entity Must Describe The Business Activity in Which it is Engaged.
  • If the Major Donor is an Association, whatever information is added in the Interest of Filer field will pull to the Cover Page, Line 2, Section 3 under A Filer That is An Association Must Provide a Specific Description of its Interests.
  • If the Major Donor is any other Filer, whatever information is added in the Interest of Filer field will pull to the Cover Page, Line 2, Section 3 under A Filer That is Not An Individual, Business Entity, Or Association Must Describe The Common Economic Interest Of The Group Or Entity.   

Major Donor’s ID#

  • Enter the Major Donor ID# of the individual or organization you are filing the Form 461 on behalf of.   

Entity

  • Select the name of the Major Donor you are filing the Form 461 on behalf of.

  • Mailing Address: The Mailing Address is the address marked as Mailing on the Major Donor’s record in the database.
  • Responsible Officer: The name of the Responsible Officer will come from the linked entity marked as the Primary in the Relationships section of the Major Donor’s record.
  • Phone Number: This will come from the Phone section in Major Donor’s record.
  • Nature and Interests of Filer (Individual): If the Major Donor is an Individual, the Name of Employer/Business will come from the Employer field on the Major Donor’s record, the Business Interest will come from whatever information is added in the Interest of Filer field on the Report Generation screen, and the Address of Employer/Business will come from the work address on the Major Donor’s record.
  • Nature and Interests of Filer (Business): If the Major Donor is a Business, the Business Activity will come from whatever information is added in the Interest of Filer field on the Report Generation screen.
  • Nature and Interests of Filer (Association): If the Major Donor is an Association, the Association Description will come from whatever information is added in the Interest of Filer field on the Report Generation screen.
  • Nature and Interests of Filer (All Others): If the Major Donor is any other filer type, the Economic Interest will come from whatever information is added in the Interest of Filer field on the Report Generation screen.
  • Verification: The Major Donor’s name will pull here.

Page 2 is based on Transaction Type Monetary Contribution, Inkind Contribution, Loan Received, Loan Received Guarantee, Loan Received Balance Reduction, or Accrued Expense Balance Reduction made to your Committee. If you are missing expected Contributions Made, ensure the transaction in question is one of these transactions types.

  • Date: The date will come from the transaction.
  • Name and Address: The name and address will come from the Major Donor’s record in the database.
  • Type of Payment:
    • If the transaction type is Loan Received, Loan will check.
    • If the transaction type is Monetary Contribution, Monetary Contribution will check.
    • Otherwise, Non-Monetary Contribution will check.
  • Description of Payment: If the transaction has a Note for Compliance, that will pull here.
  • Candidate or Committee Info:
    • The Candidate Name, Committee Name or Ballot Measure Name will come from your Committee’s entity record.
    • The District or Measure Number will come the linked Ballot Measure Letter or Number, or the Office Sought/Held District Number as found in your Committee’s Candidate Info.
    • Office Name will come from the Office Sought/Held Office Name as found in your Committee’s Candidate Info.
    • The Jurisdiction will come from either the Ballot Measure or Office Sought/Held Jurisdiction associated with your Committee.
    • The Support box will always check.
  • Amount this Period: This amount will come from the the transaction.
  • Cumulative Amount: This amount will be the total of transactions for the Calendar Year.

How Do I File Multiple 461-Reverse Reports?

Using the Entity drop-down menu, find the name of the donor that qualifies as a Major Donor. Generate and review the report. After filing the report, be sure to click on Mark As Filed once you receive confirmation. Click on New Report to select any additional donors.

Remember to click on Mark As Filed each time you complete a 461-Reverse report. That tells the system you are finished with that Donor and to move on to the next one.
