KS Candidate Last Minute Contribution Report: Line-By-Line

The Kansas Candidate Last Minute Contribution Report generates a list of Contributions that qualify for last minute reporting. 

To e-file the report, generate your
report and download the PDF. Then you can log in to the KS SOS’ Campaign Finance Reporting site and
manually enter the qualifying transactions.

To paper file the report, you must print, sign, and submit your generated PDF from ISP to the Kansas Secretary of State’s Office or County  Elections Officer, as appropriate.

Candidate Last Minute Contribution Report

Report Period: This is the reporting period as determined by the state of Kansas. This period begins on the 11th day and runs through the 6th day prior to an election. These fields pull from the From Date and To Date entered when generating the compliance report. See the Report Due Dates section on the Kansas Public Disclosure Commission website for more information.

Report Date: This is the report due date as determined by the state of Kansas. This is the 5th day prior to an election (day after the report period). This field pulls from the Due Date entered when generating the compliance report. See the Report Due Dates section on the Kansas Public Disclosure Commission website for more information.

Candidate Information Section

  • Name of Candidate, Address, City, State, and Zip Code: These fields all populate directly from the information listed on the filer record. It is important that these fields are filled out correctly and updated timely to ensure accurate reporting.
  • Office Sought: Office selected in the office field on the candidate record.
  • District: District number entered on the candidate record.

Report Information Section

  • The specific due date in this section is pulled from the Due Date entered when generating the compliance report. The rest of the information included here outlines the reporting rules around the this report, including the exact due date and time, what contributions need to be included, how to file, and a reminder that all items reported here need to also be reported on the next required Receipts and Expenditures Report.

Contributions Section

  • Transactions Types: Monetary Contribution, Inkind Contribution, Allocation Transfer, Dues, Enforceable Pledge Payment, Loan Received, Pass-thru Receipts, Accrued Income Payment, Loan Made Repayment, Other Income, Refunded Expense, Accrued Expense Balance Reduction, Loan Received Balance Reduction
  • NOTE: This report also includes Reversed Expenditures of the following transactions: Expense, Accrued Expense Payment, Loan Made, Loan Received Repayment, Pass-thru Disbursements, Refunded Contribution, Refunded Dues.

Itemized Lines: Contributions and other receipts from any person in an aggregate amount of $300 or more during the reporting period are to be itemized separately as outlined below.

  • Date: Date the contribution is received, not the date deposited.
  • Name and Address of Contributor: Contributor’s full name and
    address. Data populates from the Entity selected. If contribution is a
    loan, needs to include full name of lender and each guarantor and
    endorser.
  • Occupation of Individual Contributor: Contributor’s occupation. Data populates from the Entity selected. If not employed, then the spouse’s occupation must be listed.
  • Amount: This is the total amount of the transaction. Additionally, if the transaction type is Inkind Contribution or Loan Received, it will also be indicated in this field, below the total transaction amount.
  • Total Contributions: This is a sum total of all qualifying contributions that are reported on the KS Candidate Last Minute Contribution Report.

Declarations and Signature Section

  • This section of the paper filing is left blank on the PDF generation. Once the PDF is printed for paper filing, this can be signed and dated by the authorized individual prior to being submitted to the appropriate authority (Kansas Secretary of State or County Elections Officer).
