About the CA Form 461 – Non-committee Report

The CA Form 461 Report is filed by Major Donors, Independent Expenditure Committees, Non-Profits, and multipurpose organizations. The CA 461 Non-Committee is intended for individuals or businesses. Below are the entities required to file a 461, and their respective threshold amounts. 

Filing Entities’ & Threshold Amounts

  • Major Donors: For any monetary or non-monetary contributions that are totaling $10,000 or more in a calendar year. 
  • Independent Expenditure Committees: Any independent expenditure totaling $1,000 or more in a calendar year. 
  • Non-Profits and Multipurpose Committees: Publicly funded nonprofit organizations must register and report in the same manner as multipurpose organizations. There are no threshold amounts for expenditures and contributions. However, that means that all contributions and expenditures are to be reported.
